Raises the municipal project threshold triggering construction procurement regulations from $2 million to $5 million (excluding land costs), allowing municipalities to opt out of standard procurement rules for projects exceeding this amount if the specified selection and contracting process is followed.

Requires municipalities and institutions of higher education to obtain Legislative Council or Joint Budget Committee review before entering into construction manager contracts for projects exceeding $5 million.

Mandates that general contractors solicit sealed bids from a minimum of three (3) approved subcontractors for each project division, with written documentation required if three bids cannot be obtained and submitted to the public entity for approval.

Requires the general contractor and a public entity representative to be present when sealed bids are opened for each project division, and establishes that bid tabulation forms are public records subject to Freedom of Information Act exemptions.

Applies similar bidding and contracting requirements to public school district construction projects exceeding $5 million and to higher education institution projects exceeding $5 million.
