Creates Arkansas Code Chapter 21 asserting state jurisdiction over firearm regulation based on the Tenth Amendment and reserves firearm rights to the state as understood in 1836

Exempts firearms, firearm accessories, and ammunition manufactured in Arkansas from basic materials and remaining within state borders from federal regulation under interstate commerce authority

Excludes from the exemption: firearms that cannot be carried by one person, firearms with bore diameter greater than 1.5 inches using smokeless powder, exploding ammunition, and multi-projectile firearms (except shotguns)

Requires firearms manufactured or sold in Arkansas under this chapter to be stamped with "Made in Arkansas" on a central metallic part such as the receiver or frame

Becomes effective July 1, 2015
