Adds Arkansas Code 17-25-317 to authorize the Contractors Licensing Board to suspend or revoke a contractor's license after notice and hearing if found knowingly employing workers without legal authorization to work in the United States, either directly or through subcontractors.

Defines "worker without legal authorization to work in the United States" as an individual unable to present valid documentation of identity and work authorization as required by Federal Form I-9 using standards existing as of January 1, 2013.

Provides affirmative defense exempting contractors from liability if they use the federal E-verify system to verify legal work status of all employees offered employment.

Allows contractors to avoid subcontractor liability if they have a written agreement requiring the subcontractor to verify worker authorization through E-verify system.

Directs the Contractors Licensing Board to promulgate rules necessary to implement the section's provisions.
