Amends Arkansas Code § 27-50-1201 to clarify that towing and storage law applies to persons engaged in towing or storage for any commercial purpose in Arkansas and those hired to tow or store vehicles for commercial purposes

Exempts car carriers capable of carrying five or more vehicles with Federal Motor Carrier Safety Administration authority, government-owned tow vehicles not used commercially, and out-of-state tow vehicles operating under federal authority and not regularly doing business in Arkansas

Adds definition of "commercial purpose" to Arkansas Code § 27-50-1202 to include using a tow vehicle to facilitate vehicle movement on a public way for compensation or expectation of compensation

Defines "commercial purpose" to encompass engaging in the business of towing, storing, or towing and storing vehicles for compensation; performing such acts for compensation; or offering such services for compensation
