Cease enrollment in the Arkansas Comprehensive Health Insurance Pool effective December 1, 2013, and terminate all coverage on December 31, 2013, due to federal law prohibiting insurance carriers from rejecting applicants or excluding coverage based on preexisting conditions beginning January 1, 2014

Board of Directors shall wind up all significant pool operations by December 31, 2014, and file a completion report with the General Assembly and Insurance Commissioner by March 1, 2016

Claims for plan services must be filed by the earlier of 180 days after coverage ends or 365 days after the date of service; policyholders must receive at least 90 days notice of termination

Board members' terms extend until the Insurance Commissioner certifies that cessation of operations is complete; operations are then suspended indefinitely unless reactivated by the General Assembly

Any legal action against the pool must be commenced within the earlier of one year after the cause of action accrues or December 31, 2015; excess funds remaining after cessation shall be returned to state general revenue
