Amends Arkansas Code § 5-73-308(b) to authorize the director or the director's designee to submit an affidavit supporting denial of a concealed handgun license, in addition to the county sheriff or chief of police.

Maintains the 120-day deadline for the director to either issue a concealed handgun license or deny the application based solely on the applicant's failure to meet statutory criteria.

Requires the director to notify applicants in writing of the grounds for denial when a license application is rejected.

Changes the appeal process by removing the "final" designation and explicitly allowing appeals under the Arkansas Administrative Procedure Act, § 25-15-201 et seq.
