Amends Arkansas Code § 11-10-509 to change "as an employee of" to "for an" educational institution regarding unemployment benefits eligibility for instructional, research, and administrative employees during breaks between academic terms.

Modifies Arkansas Code § 11-10-514(a)(3) to narrow the extended disqualification period for misconduct from July 1, 2009 through June 30, 2013 back to July 1, 2009 through June 30, 2011, requiring 30 days of subsequent employment to regain eligibility.

Updates Arkansas Code § 11-10-532(e) to reference Pub. L. No. 110-328 instead of Pub. L. No. 111-291 for federal income tax refund interception related to unemployment fraud repayment.

Revises Arkansas Code § 11-10-706(f)(1) and (2) to change the stabilization tax collection period from July 1, 2007 through June 30, 2015 to July 1, 2007 through June 30, 2011 for both the Training Trust Fund and Unemployment Insurance Administration Fund, each with a $2,500,000 annual cap.
