Establishes the Arkansas Tech Center for Executive Leadership administered through the Center for Leadership and Learning at Arkansas Tech University in collaboration with the Department of Education

Provides support services, Leader-to-Leader mentoring opportunities, and one-year advanced leadership development programs for executive school leaders with at least one year of experience in leadership positions

Creates an 11-member board of directors consisting of 3 nonvoting members (Commissioner of Education, Director of Center for Leadership and Learning, and Executive Director) and 8 voting members representing school district and building-level leaders plus educational administrator organizations

Board members serve three-year terms on a voluntary basis and may be reimbursed for expenses; the board must meet at least three times per year and conduct annual evaluations

Board responsibilities include providing program oversight, selecting program participants through nomination and screening, monitoring program effectiveness, and providing annual evaluations to the State Board of Education and Arkansas Tech University Board of Trustees by September 30
