Amends Arkansas Code § 5-65-111(b)(4)(A)(i) to make penalties for fifth or subsequent DWI offenses subject to exceptions provided in new § 5-65-122

Amends Arkansas Code § 5-65-112(3) to make fines for third or subsequent DWI offenses subject to exceptions provided in new § 5-65-122

Creates new § 5-65-122 establishing a sixth or subsequent DWI offense occurring within 10 years of a prior offense as a Class B felony

Allows sentencing of 2 years community service in lieu of imprisonment or fine for sixth or subsequent DWI, or 3 years community service if a person under 16 years old was in the vehicle

Requires courts ordering community service to provide written findings explaining the reasons for the order
