Amends Arkansas Code § 5-54-120 to restructure penalties for failure to appear offenses by reorganizing subsections (b) and (c) into a single subsection (b) with numbered categories (1) through (8)

Establishes Class C felony penalty for failure to appear related to pending charges or disposition of felony charges before or after determination of guilt

Adds Class D felony penalty for failure to appear related to revocation hearing orders when defendant was placed on probation or suspended sentence for a felony offense

Maintains misdemeanor penalties for various failure to appear offenses: Class A misdemeanor for Class A misdemeanor charges, Class B misdemeanor for Class B, C, and D misdemeanor charges, and Class C misdemeanor for violations

Clarifies that the statute does not apply to orders to appear imposed as conditions of suspension or probation under § 5-4-303
