Establishes the Runaway Convention Prevention Act to regulate Arkansas delegates to Article V constitutional conventions under Article V of the U.S. Constitution

Prohibits Arkansas delegates from voting to allow consideration of, consider, or approve any "unauthorized amendment" that varies from the specific amendment text or subject matter stated in Arkansas's Article V Application or exceeds the permitted scope defined by Legislative Instructions

Requires all delegate and alternate candidates to take an oath swearing they will not vote on unauthorized amendments; violation results in immediate recall, replacement by alternate, and criminal penalties including class B felony charges under § 5-51-204

Mandates the State Legislature certify delegate selections in writing and provide copies to the convention; delegates cannot serve without valid certification, and any votes cast in violation of the act are declared null and void

Bars any person convicted of violating the delegate oath from holding public office or state employment indefinitely following conviction
