Requires physicians to provide informed consent information to women at least 24 hours before an abortion procedure (previously "before and in no event on the same day")

Mandates disclosure of specific medical risks including cervical or uterine perforation, danger of subsequent pregnancies, hemorrhage, increased breast cancer risk, and infection

Requires provision of state-provided printed or electronic materials describing the fetus and listing agencies offering alternatives to abortion at least 24 hours before the procedure

Allows informed consent information to be provided by telephone without physical examination, but prohibits delivery via tape recording

Establishes physician confirmation requirement that the patient received information regarding medical risks, gestational age, risks of carrying to term, coercion prohibition, and physician identity before performing the abortion
