Creates the Arkansas Concussion Protocol Act establishing concussion safety guidelines for youth athletes under 19 years of age participating in organized athletic activities.

Requires the Department of Health to develop concussion protocols substantially similar to those implemented by the Arkansas Activities Association for grades 7-12.

Mandates that youth athletes suspected of sustaining a concussion be immediately removed from games, activities, or practices and cannot return to play without evaluation and written clearance from a licensed healthcare provider trained in concussion management.

Requires annual distribution of concussion and head injury information sheets to all participants and parental/guardian signatures before participation for athletes under 18 years of age.

Provides liability protection for volunteer healthcare providers who authorize return-to-play decisions, shielding them from civil damages except in cases of gross negligence or willful misconduct.
