Establishes 88 maximum regular employees for the Department of Human Services - Division of Youth Services for fiscal year 2013-2014, with positions ranging from Deputy Director to Administrative Specialist roles.

Appropriates $10,845,601 total for operations including $3,872,966 in regular salaries, $1,337,734 in personal services matching, and $2,000,000 for statewide prevention/intervention youth development services.

Authorizes 34 temporary or part-time "Extra Help" employees and establishes 120 contingent educational services positions (teachers, counselors, paraprofessionals) available if needed for educational service delivery.

Appropriates additional funds: $1,671,520 for Juvenile Accountability Incentive Block Grants, $2,550,000 for community-based sanctions, $21,427,312 for community services, $5,746,475 for federal child and youth service grants, and $26,579,874 for residential services.

Requires notification and public hearings within 1,000 feet of community-based residential facilities housing juveniles convicted of Class A felonies or sexual offenses; transfers $240,000 to fund the Juvenile Ombudsman Program and $400,000 for local juvenile detention facility operations.
