Appropriates $20,192,008 from the State Central Services Fund for the Auditor of State - Deputy Prosecuting Attorneys for fiscal year 2013-2014, comprised of $15,567,141 for regular salaries, $4,620,067 for personal services matching, and $4,800 for special deputy expense allowance.

Establishes a maximum of 245 deputy prosecuting attorney positions across nine classifications, including 15 part-time attorneys at $79,979 annually, 8 part-time attorneys at $66,268 annually, and 55 part-time attorneys at $55,169 annually.

Authorizes elected prosecuting attorneys through the Prosecution Coordination Commission to request special rates of pay for deputy prosecuting attorneys in career-level positions (C128, C129, and C130 grades) effective July 1, 2013 through June 30, 2014.

Establishes legislative intent to transition deputy prosecuting attorney salaries from local to state funding while maintaining flexibility for judicial districts and preserving quality legal representation across all areas of the state.

Declares an emergency effective July 1, 2013 to ensure immediate continuation of essential prosecutorial functions.
