Establishes maximum of 122 regular employees: 121 Trial Court Administrative Assistant I positions and 1 Trial Court Administrative Assistant II position, both at salary Grade C117.

Sets entry-level salary for trial court staff at Grade C117 per state pay plan, with certified Court Managers eligible for 10% annual salary increase up to grade maximum.

Authorizes delays in hiring replacement employees to allow funding for accumulated annual leave payments when existing Trial Court Administrative Assistants terminate employment.

Provides funding for $225,000 in trial court assistant expenses and $125,000 for trial court staff substitutes, effective July 1, 2013 through June 30, 2014.
