• Amends Arkansas Code § 3-3-203(a)(2) to clarify that intoxicating liquor, wine, or beer in the body of a minor under 21 years of age is deemed to be in their possession.

• Amends Arkansas Code § 3-9-240(f)(4) to clarify hotel or large-event facility private club permit provisions, including authorization for hotels to lease sleeping rooms, use room service, and stock alcoholic beverages in leased rooms through employee inventory.

• Prohibits sleeping rooms occupied solely by persons age 20 and under from receiving alcoholic beverages through room service or being stocked with alcoholic beverages.

• Reorganizes fee structure for hotel or large-event facility private club permits: hotels pay $1,500 annually with an additional $1,500 application fee in areas where intoxicating liquor sales have not been authorized, while large-event facilities pay $2,500 annually.

• Specifies that the enactment shall not repeal acts passed at the Eighty-Ninth General Assembly's regular session, and those acts shall supersede any conflicting provisions in this act.
