Repeals Arkansas Code § 10-3-314 because its subject matter is more appropriately codified under § 19-10-212.

Removes requirements for state agencies, boards, commissions, and institutions of higher education to file written reports with the Litigation Reports Oversight Subcommittee when admitting liability to claims exceeding $10,000 or involving state contracts.

Removes the requirement to file reports within 30 days after the Arkansas State Claims Commission adjudicates a claim.

Removes the provision requiring the Arkansas Lottery Commission to file written reports with the Arkansas Lottery Commission Legislative Oversight Committee.

Specifies that enactment does not repeal acts from the 89th General Assembly regular session and preserves their full force and effect.
