Clarifies that the Wildlife Observation Trails Pilot Program and its Advisory Board are "created" rather than "continued" to better reflect their current status and application.

Amends definitions in the Arkansas Alternative Fuels Development Act to clarify terminology for bi-fuel compressed natural gas motor vehicles, conversion kits, and dedicated compressed natural gas vehicles.

Removes redundant language from rules provisions and corrects references to Arkansas Constitution amendments regarding interest rate limits for water resource loans and Sparta Aquifer bonds (changing references from Amendment 60 to Amendment 89, and from Amendment 65 to Amendment 89).

Adds a new rebate incentive program under Arkansas Code § 15-13-307 allowing the Arkansas Agriculture Department to provide rebates up to $75,000 per fiscal year to entities converting diesel or gasoline motor vehicles to dedicated or bi-fuel compressed natural gas vehicles, with rebate amounts determined by vehicle weight rating.

Establishes requirements for rebate applications, annual progress reporting on conversion activities, and allows alternative fuel distributors receiving other grants to also receive rebates under this section.
