Corrects internal reference in Arkansas Code § 24-5-118(a)(2)(A)(i)(d) regarding annuity options under the Arkansas State Highway Employees' Retirement System by fixing subdivision citation.

Amends Arkansas Code § 24-10-102(28) to convert plural noun forms to singular forms in the definition of "political subdivision" under the Arkansas Local Police and Fire Retirement System, including "incorporated towns" to "an incorporated town," "cities" to "a city," and similar changes.

Corrects reference in Arkansas Code § 24-11-213(c)(2) to change "General Revenue Fund" to "General Revenue Fund Account of the State Apportionment Fund" regarding revenue distribution to the Firemen's and Police Officers' Pension and Relief Fund.

Clarifies definition of "member" in Arkansas Code § 24-11-801(a)(4)(B) by explicitly stating that "member" includes active or retired members of the fund but does not include beneficiaries.

Preserves the full force and effect of all acts passed during the Eighty-Ninth General Assembly Regular Session, with such acts having priority in cases of conflict with this bill's provisions.
