Amends Arkansas Code § 27-50-1201 to correct the reference for federal authority from "federal Interstate Commerce Commission" to "Federal Motor Carrier Safety Administration"

Updates language regarding tow vehicles registered in another state to specify they must operate under authority "from the administration" rather than "from the Federal Motor Carrier Safety Administration"

Maintains exemptions from the subchapter for car carriers with five or more vehicle capacity, government-owned tow vehicles, and out-of-state tow vehicles operating under federal authority that do not regularly conduct business in Arkansas

Includes a construction clause stating the act does not repeal previous acts passed during the Eighty-Ninth General Assembly, and any conflicting provisions shall be treated as subsequent amendments
