Requires voters in Arkansas to present proof of identity when voting in person either early or at the polls on election day, or submit identification with absentee ballots

Defines acceptable proof of identity to include driver's licenses, passports, military IDs, student IDs from Arkansas postsecondary institutions, employee badges, concealed handgun carry licenses, public assistance cards, and voter identification cards

Establishes a free voter identification card program administered by the Secretary of State through county clerks, available to individuals without other valid proof of identity who are registered to vote or will be at least 18 years old at the next election

Exempts residents of long-term care or residential care facilities from proof of identity requirements if they provide documentation from the facility administrator

Allows voters unable to provide proof of identity to cast provisional ballots, which are counted if the voter provides proof of identity by 12:00 p.m. the Monday following the election or submits an affidavit stating they are indigent or have religious objection to being photographed
