Establishes a maximum of 1,131 regular employees for the Department of Human Services - Division of Children and Family Services for fiscal year 2013-2014, with specified position titles and salary grades ranging from Grade N910 to Grade C109.

Authorizes up to 65 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $85,234,582 for operations including $40,307,139 for regular salaries, $15,081,944 for personal services matching, $12,145,347 for operating expenses, and $17,390,152 for professional fees.

Appropriates $28,415,859 for state grants including $1,100,000 for state residential treatment and $27,315,859 for foster care.

Appropriates $41,641,796 for TANF Foster Care payments, with all funds effective July 1, 2013.
