Establishes maximum of 192 regular employees for the Department of Human Services - Division of Child Care and Early Childhood Education for fiscal year 2013-2014, with positions ranging from Executive Director to Administrative Specialist.

Authorizes up to 13 part-time or temporary employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $23,284,092 for operations including $7,044,975 in regular salaries, $2,595,485 in personal services matching, and $8,901,847 in professional fees.

Appropriates $85,010,622 in federal funds for child care development discretionary ($25,469,372), child care food program ($59,291,250), and ARRA funds ($250,000).

Appropriates $29,630,656 for child care grants/aid and $187,537 for loan guarantees and grants, with all disbursements subject to state fiscal control laws and effective July 1, 2013.
