Appropriates $11,045,459 for the Department of Human Services - Division of State Services for the Blind for fiscal year 2013-2014, including $3,002,239 for regular salaries and $384,174 for extra help.

Authorizes a maximum of 76 regular full-time employees across 22 job classifications, ranging from department director to administrative specialists.

Authorizes up to 30 part-time or temporary employees ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act.

Grants a general waiver of the Financial Management Guide to allow the agency to provide college-level coursework in degree programs for Rehabilitation Counselors using federal grants from the U.S. Department of Education Rehabilitation Services Administration, with no state general revenue funds used for tuition.

Effective July 1, 2013 through June 30, 2014, with an emergency clause declared due to constitutional restrictions on multi-year appropriations.
