Establishes 2,711 maximum regular employees for the Department of Human Services - Division of Developmental Disabilities Services for fiscal year 2013-2014, with specified job classifications and salary grades ranging from N919 to C102.

Appropriates $164,131,711 for operations including $81,301,394 for regular salaries, $32,936,587 for personal services matching, $2,310,000 for overtime, and $29,408,439 for maintenance and general operations.

Appropriates additional funds for Special Olympics grants ($178,768), community programs ($50,000), grants to community providers ($15,892,045), and autism treatment services ($1,492,500).

Requires all community-based service providers to screen individuals for Medicaid eligibility within 30 days and maximize use of Medicaid funding for covered services.

Prohibits closure of state-administered Human Development Centers at Conway, Arkadelphia, Jonesboro, Booneville, and Warren, and requires the department to continue accepting clients for both residential and community services.
