Eliminates the requirement for scrap metal recyclers to record digital thumbprints of sellers in purchase transaction records.

Changes the description requirement for scrap metal from "general" to "specific" to provide more detailed documentation of purchased materials.

Renumbers the remaining record requirements after removal of the thumbprint requirement, shifting items (5) through (10) to items (4) through (9).

Maintains all other existing documentation requirements including seller identification, photocopies of government-issued ID, transaction date, metal configuration details, weight/quantity, consideration paid, vehicle license plate numbers, and date-and-time-stamped photographs of the seller and scrap metal.
