Allows motor vehicle owners to present proof of motor vehicle liability insurance in electronic form (on cellular phones or portable electronic devices) in addition to paper form, provided the device can display the required information as clearly as a paper proof-of-insurance card.

Amends Arkansas Code § 27-13-102 to permit electronic display of insurance proof for vehicle registration and license plate issuance or renewal purposes.

Amends Arkansas Code § 27-22-104(a) to permit electronic display of proof-of-insurance cards or temporary proof of insurance during traffic stops or arrests.

Clarifies that presenting proof of insurance in electronic form does not authorize law enforcement to search other content on an electronic device without a search warrant or probable cause, and does not expand or restrict officer authority to conduct searches or investigations.

Exempts state-owned vehicles and state employees operating state-owned vehicles from the electronic proof of insurance requirements.
