Creates the Arkansas Medical Assistance Fraud Prevention Program under Arkansas Code Title 20, Chapter 77, Subchapter 21 to combat Medicaid fraud, waste, and abuse through biometric authentication.

Requires a pilot program lasting 3-6 months in seven selected counties with mandatory participation by all providers and recipients, to be implemented by January 1, 2014, using smart cards and fingerprint scanners.

Pilot program is considered successful if it meets minimum criteria and reduces average monthly cost per recipient by at least 3%, after which statewide rollout occurs in phases.

Program components include biometric fingerprint authentication, smart cards storing recipient benefit and prescription information, real-time multifactor authentication at point of transaction, and electronic prescription database integration to prevent drug overutilization.

Department of Human Services must submit monthly preimplementation reports and quarterly reports during pilot program to Governor and Legislative committees; suspected fraud cases referred to Attorney General.
