Amends Arkansas Code § 6-24-102(8) to redefine "directly" or "directly interested" to include compensation or benefits received by an individual's household from persons, businesses, or entities contracting with public educational entities, expanding the scope beyond just individual or business financial interests.

Requires the Department of Education and public educational entities to maintain records and documentation of all transactions or contracts with school board members or members of their families under respective record retention policies (§ 6-24-105(d)).

Requires the Department of Education and public educational entities to maintain records and documentation of exemptions from ethical guidelines under respective record retention policies (§ 6-24-106(c)(6)).

Requires the Department of Education and public educational entities to maintain records and documentation of all transactions with employees under respective record retention policies (§ 6-24-107(c)).
