Adds Arkansas Code Section 9-11-222 authorizing parties to use an Arkansas marriage license in other jurisdictions if the person performing the marriage is legally authorized in that jurisdiction to solemnize marriages and the license is subsequently filed with the issuing Arkansas county.

Requires proof of authorization for marriages performed outside Arkansas using a Certificate of Solemnization form that must be completed by the person solemnizing the marriage.

States that nothing in the act recognizes marriages other than between one man and one woman, nor makes lawful any marriage otherwise unlawful in Arkansas.

Declares that Arkansas only recognizes marriages consisting of the union of one man and one woman, and does not recognize same-gender marriages whether performed inside or outside Arkansas.
