Appropriates $256,798 for the Arkansas Towing and Recovery Board for fiscal year 2013-2014, including $143,169 for regular salaries, $10,000 for extra help, $49,305 for personal services matching, and $47,124 for operating expenses.

Establishes maximum of 5 regular employees: 1 Board Director (Grade C115), 3 Investigators (Grade C113), and 1 Administrative Specialist I (Grade C106).

Authorizes 1 part-time or temporary employee ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act.

Increases maximum towing business license fees from $100 to $200 per license and increases tow vehicle safety permit fees from $50 to $100 per permit.

Requires the Board to request legal services from the Attorney General's Office before employing private attorneys, with exceptions only if the Attorney General certifies insufficient personnel are available and consents in writing.

Effective July 1, 2013 with emergency clause to ensure continuous agency operations.
