Adds a definition of "recidivism" to Arkansas Code § 5-4-101 as a criminal act resulting in rearrest, reconviction, or return to incarceration within three years of release from custody, regardless of whether a new sentence is imposed.

Requires entities making recidivism reports under Arkansas Code Title 12 to use the standardized definition provided in the bill for all recidivism reporting purposes.

Requires entities making recidivism reports under Arkansas Code Title 16 to use the standardized definition provided in the bill for all recidivism reporting purposes.

Mandates the Department of Community Correction to prepare a report on the number of persons under its supervision during the previous five years who would qualify as recidivists under this definition, due by October 1, 2013, with copies sent to the Governor and Legislative Council.
