Appropriates $45,000 to the University of Arkansas - Mack-Blackwell Rural Transportation Center from the General Improvement Fund for personal services and operating expenses.

Funds designated for conducting a regional economic impact study of the McClellan-Kerr Arkansas River Navigation System.

Prohibits contracts or obligations exceeding available State Treasury funds unless supplemented by grants, donations, Federal funds, or unobligated cash income of the institution.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations.

Declares an emergency effective July 1, 2013, to ensure immediate operational continuity for the receiving agency.
