Establishes maximum of 356 regular employees for Southeast Arkansas College (SEAC) for fiscal year 2013-2014, including 20 administrative positions, 30 classified positions, and 5 academic positions, with specified salary ranges from $39,234 to $145,705.

Authorizes up to 200 temporary or part-time employees ("Extra Help") at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $7,487,378 from the Southeast Arkansas College Fund for state operations, including $5,500,000 for regular salaries, $750,000 for extra help, and $937,378 for personal services matching.

Appropriates $32,450,000 from cash funds for college operations, including $2,000,000 for regular salaries, $1,000,000 for extra help, $11,000,000 for operating expenses, $6,000,000 for capital outlay, and $8,150,000 for capital improvements.
