Appropriates $4,615,653 from state operations funds and $9,062,625 from cash funds for the College of The Ouachitas for fiscal year 2013-2014, totaling $13,678,278.

Authorizes 194 regular employees including administrative, classified, and academic positions, with regular salaries budgeted at $2,848,522 from state funds and $2,510,145 from cash funds.

Authorizes up to 60 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Establishes cooperative agreement between College of The Ouachitas and Henderson State University limiting COTO's offerings in Clark County to non-academic technical courses not offered at Henderson State University, effective July 1, 2013 through June 30, 2014.

Act becomes effective July 1, 2013 and includes emergency clause declaring immediate implementation essential for agency operations.
