Appropriates $25,000 to the Department of Education from the General Improvement Fund for grants supporting personal services and operating expenses for community programs serving impoverished, marginalized, and vulnerable children and families.

Permits appropriated institutions and agencies to accept and use federal funds, grants, donations, and unobligated cash income to supplement state funds for the community program projects.
