Appropriates $25,000 from the General Improvement Fund to Pulaski Technical College for deferred maintenance, renovation, technology upgrades, furnishing, equipment, and operating expenses.

Allows Pulaski Technical College to accept and use grants, donations, Federal funds, and unobligated cash income to supplement the appropriation and cover the full project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws in disbursement of funds.

Specifies that funds must be used in compliance with the stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative testimony from the Arkansas Legislative Council or Joint Budget Committee.
