Appropriates $25,000 to the University of Arkansas at Little Rock from the General Improvement Fund for deferred maintenance, renovation, technology upgrades, furnishing, equipment, and operating expenses for the UALR campus in Benton.

Allows UALR to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance the full costs of the project.

Prohibits existing Maintenance and General Operations appropriations from being used for the purposes specified in this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursing funds.

Declares an emergency effective July 1, 2013, citing the Arkansas Constitution's one-year appropriation limit and the need for immediate operational funding.
