Authorizes 175 part-time or temporary extra help employees for SAU-Tech operations and 55 extra help employees for Fire Training Academy, with pay rates not exceeding those provided in the Uniform Classification and Compensation Act

Appropriates $6,672,419 from the SAU-Tech Fund for regular salaries ($4,163,408), personal services matching ($1,150,922), and operating expenses including maintenance, conferences, travel, and capital outlay

Appropriates $19,625,000 from cash funds for SAU-Tech operations including $3,600,000 in regular salaries, $3,700,000 in operating expenses, $6,000,000 for capital improvements, and $550,000 for debt service

Appropriates additional funding for Fire Training Academy ($2,348,209 state operations and $2,541,000 cash funds) and Environmental Training Academy ($436,560 state operations and $1,573,000 cash funds), with act effective July 1, 2013
