Establishes a maximum of 330 regular employees for South Arkansas Community College (SACC) for fiscal year 2013-2014, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 175 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $7,462,326 from the South Arkansas Community College Fund for state operations, including $4,680,000 for regular salaries, $1,400,000 for personal services matching, and $1,282,326 for maintenance and general operations.

Appropriates $35,303,015 from cash funds for personal services and operating expenses, including $8,895,663 for regular salaries, $7,000,000 for capital improvements, and $3,000,000 for fund transfers and investments.

Takes effect July 1, 2013 as an emergency measure necessary for the agency's operation, with all disbursements subject to compliance with state procurement, accounting, and fiscal control laws.
