Establishes maximum of 299 regular employees for University of Arkansas Community College at Morrilton for fiscal year 2013-2014, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 110 temporary or part-time employees ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $8,540,630 from state operations fund for regular salaries ($6,000,000), extra help ($165,000), personal services matching ($1,650,000), maintenance and general operation ($700,630), and overtime ($25,000).

Appropriates $43,625,000 from cash funds for regular salaries ($9,000,000), extra help ($600,000), personal services matching ($4,000,000), operating expenses ($9,000,000), capital improvements ($15,000,000), debt service ($1,200,000), and other operational costs.

Takes effect July 1, 2013 as an emergency measure necessary for agency operations during the fiscal year ending June 30, 2014.
