Establishes maximum of 272 regular employees for UACCB for fiscal year 2013-2014, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 100 temporary or part-time "Extra Help" employees payable from funds appropriated in the act.

Appropriates $5,759,494 from state operations fund for personal services, including $4,948,745 for regular salaries, $100,000 for extra help, and $710,749 for personal services matching.

Appropriates $44,830,000 from cash funds for personal services and operating expenses, including salaries, extra help, maintenance and general operations, debt service, fund transfers, capital improvements, and other expenses.

Effective July 1, 2013, with emergency clause declaring necessity for immediate operation of the agency and proper administration of essential governmental programs.
