Amends Arkansas Code § 26-37-209 to allow purchasers of tax-delinquent land to receive compensation for repairs necessary to prevent deterioration of existing improvements and costs to comply with state, county, or city code requirements within the established time frame.

Compensation for qualifying repairs and code compliance work is charged against the property as a lien.

Purchasers who make improvements after the expiration of the established time frame are entitled to the full cash value of those improvements, with the allowance charged against the land.

Declares an emergency exists due to tax-delinquent properties needing repairs to prevent deterioration, satisfy building codes, and combat blight, which poses health and safety risks to citizens and children.

Establishes the bill becomes effective immediately upon the Governor's approval, expiration of the veto period, or veto override.
