• Establishes maximum number of regular employees (7,354) for University of Arkansas divisions and Arkansas Archeological Survey for fiscal year 2013-2014, with specified salary rates for each position.

• Appropriates $232,066,096 from University of Arkansas Fund for personal services and operating expenses, allocated as follows: Fayetteville Campus $147,998,403, System Administration $4,249,609, Division of Agriculture $71,244,334, Criminal Justice Institute $2,918,042, Archeological Survey $3,191,266, and Clinton School $2,464,442.

• Appropriates $840,042,500 from cash funds for regular salaries, extra help (3,808 temporary/part-time employees authorized), personal services matching, maintenance and general operations, capital improvements, and debt service.

• Authorizes additional appropriations for Arkansas School for Mathematics, Sciences and Arts ($40,149,279 combined), Criminal Justice Institute ($150,000), School of Law ($800,000), AREON ($55,003,500), Garvan Woodland Gardens ($500,000), and Electrical Energy Advancement Program ($800,000).

• Includes special language provisions authorizing athletic department allowances, additional coach payments from vendor contracts, apprentice program wages based on prevailing wage rates, summer school compensation for ASMSA employees, and grant-related teacher compensation, all effective July 1, 2013 through June 30, 2014.
