Establishes maximum of 2,145 regular employees for Arkansas State University for fiscal year 2013-2014, with detailed salary schedules for administrative, academic, and classified positions across system-wide and Jonesboro campus operations.

Authorizes up to 2,064 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $77,713,865 from the Arkansas State University Fund for personal services and operating expenses, including $58,690,341 for regular salaries, $110,404 for extra help, and $9,456,195 for personal services matching.

Appropriates $237,174,683 from cash funds, including $33,000,000 for regular salaries, $52,349,683 for capital improvements, and $22,000,000 for debt service.

Allocates funds to three programs: Jonesboro Campus ($72,661,643), ASU System Administration ($2,860,360), and Heritage Sites ($2,191,862), with act effective July 1, 2013.
