• Reappropriates $494,317 in unspent capital improvement funds from the 84th General Assembly (Act 68 of 2012) for projects under the General Improvement Distribution Act of 2003, effective July 1, 2013.

• Reappropriates $187,951 in unspent capital improvement funds from the 85th General Assembly (Act 68 of 2012) for projects under the General Improvement Distribution Act of 2005, effective July 1, 2013.

• All funds must be disbursed in compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations.

• Restricts use of appropriated funds to purposes outlined in budget manuals and legislative recommendations; prohibits use of maintenance and operations funds for capital improvement purposes.

• Declares an emergency effective July 1, 2013 to ensure uninterrupted agency operations, as Arkansas Constitution limits appropriations to one-year periods.
