Appropriates $1,000,000 from the General Improvement Fund to the Department of Arkansas Heritage - Historic Preservation for the Arkansas Civil War Sesquicentennial Project.

Authorized expenditures include personal services, operating expenses, Commission meetings, website and podcast development, design and publication of sesquicentennial materials including Arkansas' Black History, and grants for sesquicentennial activities.

Allows the Department to accept and use federal grants, donations, and unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective July 1, 2013, citing Arkansas constitutional restrictions on multi-year appropriations and the need for immediate agency operation.
