Appropriates $500,000 to the University of Arkansas for Medical Sciences for the Arkansas Commission for the Newborn Umbilical Cord Blood Initiative to purchase equipment, equipment maintenance, and supplies.

Funds are payable from the General Improvement Fund or its successor fund or fund accounts.

Institutions may supplement State Treasury funds with grants, donations (including Federal funds), and unobligated cash income to finance project costs.

Disbursement must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws.

Act becomes effective July 1, 2013 and is declared an emergency measure necessary for the operation of the agency and provision of essential governmental programs.
