Amends Arkansas Code § 3-4-205 to permit franchise contracts between retail liquor permit holders and other entities to use trade names, trademarks, service marks, or related characteristics

Allows persons, firms, or corporations to receive reasonable financial benefits from up to 10 retail liquor permit holders through franchise contracts, while maintaining the prohibition on direct ownership of multiple permits

Defines "franchise contract" as a written agreement granting a license to use branding within an exclusive or nonexclusive territory and provide services and goods with no alcohol content

Repeals Arkansas Code § 3-4-301(a)(8), (9), and (10), which previously prohibited remuneration relationships and same-name branding between retail liquor permitees

Declares an emergency clause to take effect upon Governor approval, allowing the act to prevent unfair commerce restrictions and enable franchise arrangements in the retail liquor industry
